First step:
First thing first. Select and open up your image.
Second Step:
Create a new layer by clicking on this button on your layer palate. After you created a new layer fill the new layer with this color #0006ff set the blending mode to exclusion. Your picture would turn out like this

Third Step:
Set the second layer opacity to 34%
Your image should look like this:

TA DA! There you go. Your very own vintage look. Just add more stuff into it and it would look awesome!
