First step: Open up the image. Here's mine:

Duplicate the image two times.

Second step: Set the blending mode for the second layer to SOFTLIGHT. After setting the blending mode to SOFTLIGHT, set the opacity to 50%

Third Step: Set the blending mode for the third layer to OVERLAY. Here is how it should look after
After setting the blending mode to OVERLAY, set the opacity to 50%
Now, here is how it should look after you done all the above:

If you want you can use the gaussian blur of 3 and 6 on both the middle layer and the third layer. It would cause the image to have a dreamy effect to it as well.
